Comment:

 @boonebgorges I tried adding better logic to handle difference between
 falsey values and '0'. Unfortunately without fixing #6734, change breaks
 things.

 Current patches handle expected behavior of `groups_get_groups()` and
 similar methods.

 Moving ticket into 2.7 milestone.
