 @imath I have merged some parts of your patch. The move of `appearance >
 emails` is ready in 6592-customizer-on-root-blog-1.patch but I thought of
 a larger problem when I was about to commit it:

 When BuddyPress is network-activated, all BuddyPress menus are moved to
 the Network Admin. e.g. the Groups and Activity management screens. Those
 items are not accessible from the root Site Admin.

 So, should the Emails menus be moved into the Network Admin, and hidden
 from the Site Admin? For consistency with how everything else works?

 This is a little tricky since it's a post type -- we'd probably have to
 hide the Emails item from the Site Admin, and make the Network Admin menu
 link to the root Site Admin with the direct link to the Emails item.
