Comment (by DJPaul):

 6592-core.01.patch implements the basic described described above, with
 unit tests.

 It does not include the post type or Customizer integration or the
 replacement function for `wp_mail` as those still need a bit of work, and
 will anyway be split into separate patches which will follow subsequently
 once this base is agreed on.

 Questions, code review, feedback, all gratefully received.
