 [attachment:7386.diff] is another take: set the global in
 `BP_Groups_Component::setup_globals()`. It's probably possible to move a
 good deal of the global manipulation in `groups_action_create_group()` to
 `setup_globals()`, but this seems like the most lightweight method. In any
 case, it seems more like "right" fix to me.
