 My plugin is using [http://mattbradley.github.io/livestampjs/
 livestamp.js], which is a jQuery plugin for Moment.js and handles
 localization.

 At the time that I placed this in FR, it was too close to introduce new
 functionality that late in the release cycle.

 But, we can explore this in 2.4 if we want.
