 Good question. I would start by trying to block activation until your
 other criteria is met, rather than faking a user hasn't been activated
 later in the process (I don't think that's possible to do right now
 without serious hacking), so maybe the `bp_core_screen_activation()` in
 the `bp_core_activate_account` filter?
