 In BuddyPress 2.4.0, the welcome screen lacks link to visit Settings page.
 The links have been there in earlier version and It will be confusing for
 new users first time using BuddyPress if they can not see the link to
 visit BuddyPress settings.

 I believe this is due to the changes in #6651
 Just checking it it was by mistake or is intentional.
