 Update twentyfifteen companion styles - scss corrections, breakpoint
 adjustments

 - Reduce whats-new selector grouping specificity. Remove .active class, js
 patch punted to 2.4.
 - Update small screen whats-new-options elements and reverse the ordering
 of options select and submit controls.
 - Re-factor scss CSS section commenting to correct compiling error seeing
 comments as rules and extracting & grouping separated from their nested
 rulesets.
