 The purpose of the function is to create excerpts. If someone wants to
 create an excerpt of the form `foo <a […]`, there's no reason we
 should prevent it from happening. While it's true that someone could
 simply use `substr()` to create an "exact" excerpt, it may be that they're
 using `bp_create_excerpt()` as part of a larger system, and want to have
 consistent interfaces.
