 `bp_create_excerpt()` rounds down. That is:

 {{{
 bp_create_excerpt( 'foo bar baz', 5, array( 'exact' => true ) );
 // 'foo ba'

 bp_create_excerpt( 'foo bar baz', 5, array( 'exact' => false ) );
 // 'foo'
 }}}

 The one exception is when the first word is so long that it'd result in a
 zero string. See #6254.

 Does that square with what you're seeing?
