 Remove extract() from bp_core_new_nav_item.

 Remove `extract()` and other formatting clean up
 in `bp_core_new_nav_item()`,
 `bp_core_new_nav_default()` and
 `bp_core_sort_nav_items()`. Bracket if statements,
 normalize white space.
