 Thanks for chiming in, hnla and dcavins.

 I do appreciate the work that's gone into the `send-invites.php` template.
 I think the usability is way better, so I'll go ahead and commit that for
 now and will leave this ticket open for further discussion about the
 headings.

 Also, just wanted to note that we do actually use subheadings on a group's
 "Manage > Settings" and "Manage > Forum" tabs ("Forum" tab shows up if
 bbPress is enabled).  They both use `<h4>` for the element, which
 semantically isn't great, but just wanted to add that tidbit here.
