 Switch most cache groups to global using new
 `BP_Component::setup_cache_groups()` methods.

 This fixes issues with querying BuddyPress data from non-root sites,
 possibly creating duplicate cache entries across sites, and generally
 wrecking havoc with persistent cache setups.
