 That's helpful. Based on the numerous fragmented threads, this wasn't
 clear to anyone that discussed it before tagging 2.2.

 This means we are free to remove buddypress.pot from BuddyPress.svn and
 will only need to push to plugins.svn when we choose. I am perfectly fine
 with this arrangement as it gives us the opportunity to do an actual
 string freeze by choice.
