 Initial commit for scss stylesheet to support the Companion styles task
 for twentyfifteen theme.

 Companion Styles are intended to support the default BP styles and enhance
 BP displayed with the standard WP themes and ensure BP is presented at
 it's best.

 Provides the initial file format and baseline corrective styles along with
 breakpoint responsive layout and new user account menu layout.

 An SCSS linter was previously added to Grunt in r9697.
