 It was my thinking too to use JS to disable the submit if  option value
 equalled 'Bulk Action', only enabling the submit when an option selection
 did not equal 'Bulk action'. As for users awareness could we maybe not
 change 'Bulk Action' for 'Select Bulk Action'?
