 When the activity component is disabled, but the blogs component is
 enabled and a user attempts to post a new blog comment, a WSOD occurs.

 The reason this happens is we don't do a check to see if the activity
 component is active or not in the `bp_blogs_record_comment()` function.

 Surprised no one reported it until now!
