Comment:

 I've always wanted to do something like this.  I was thinking primarily of
 doing this when a non-activated user attempts to login, but I see some
 positives in adding it to the activation page as well.

 Moving this to 2.0.

 I'll do what I mentioned first, then add in the resend link afterwards.
