 5374.07.patch allows to send an activation email even if one was sent less
 than 24 hours ago.
 In the confirmation screen (bulk or regular actions) the list of users to
 confirm in case of a resend action will include an information about the
 last date an activation email was sent and if that date is less than 24
 hours ago a message will be displayed after that date. The goal is to
 *discourage* admin to send more than one per day.
 In the signups list, the email row actions is now always shown.

 I've found a fatal error today with latest WP 3.9 if the db_raw_version is
 already set to 7892 and the admin allow the registrations, then on a non
 multisite we create the signups table. So we need to make sure upgrade.php
 is loaded. That's what i've included in this patch.
