 I am surprised to find that this is not built into the activity system.  I
 am also surprised that I have not found any previous tickets requesting
 this (maybe I am searching wrong).

 I have installed the buddypress activity comment notifier to make up for
 this missing function.

 Unfortunately this plugin is not found in a standard wordpress plugin
 search.  You have to download and install the zip from the creators site
 (which I try to avoid for security reasons)

 I appreciate any consideration on this improvement.  Thank you!
