Comment:

 I'm not convinced this is actually an issue. We don't send notifications
 informing people that their friendship requests have been declined, so
 it'd be very hard to game the system. Unless we get reports that
 friendship requests are being abused, I don't know that it's worth our
 time to implement a throttle (with all the decisions that designing the
 feature would entail).
