 This is not a template issue.  It's a theme-compat issue since the "Create
 a Group" button is not hardcoded into any templates, but in the groups
 theme-compat code.

 I think, at the very least, we can add a toggle filter to the "Create a
 ..." buttons so theme devs can remove the button with one-line.  See
 attached patch.
