 If for some reason the `$user_visibililty_levels` aren't set in
 `bp_xprofile_get_fields_by_visibility_levels`, then the function doesn't
 enforce the default visibility levels. I simply removed the
 user_visibility isset check so that the defaults get applied no matter
 what.
