Comment (by DJPaul):

 4857.03.patch removes the testing code from the patch, fixes a problem
 where .po were being downloaded instead of .mo ;), and reorganises the
 function order to make the class more readable. Tested and verified
 correct behaviour on regular and multisite.

 Going to commit this next week unless any further feedback.
