 Different usage/timing.

 If I am a Group Admin and I'm already hanging around on the Group page,
 it's invaluable to have some group management upfront.

 If I am a Site Admin creating (or managing) a community, frontend
 functions are tedious, and I want to be able to do most things in the
 backend, hopefully in batches or with drag-drop ease.

 From my perspective, not a conflict here.
