Comment:

 I've been thinking about this some more, and I don't think that we can
 safely remove the hardcoded check in the way I suggested above. It'll
 cause previously hidden content to become publicly available, which is a
 serious problem for existing installations. I'm going to move this ticket
 to Future Release, so that we can do more thinking about how to build
 better group tab visibility support into `BP_Group_Extension`.
