Comment:

 It's very strange indeed that bp-default does not, and never has,
 supported taglines.

 However, at this point, I don't think we're adding new functionality to
 bp-default. With BP 1.7's theme compatibility mode, all header content is
 handled by the WP theme, most of which have tagline support.
