Comment:

 This continues to be an ongoing issue in 1.7. I've seen it occur on other
 sites, but never been able to recreate it on a local dev install. I
 thought it might have been an issue with a weird character in the key, but
 that doesn't appear to be the safe. For what it's worth, here are links
 from activation emails from a site that has this problem:
