 I agree that a UI toggle seems like a lot of extra work for this. The use
 cases for this need are limited and not worth having a UI switch, but a
 filter or define statement in wp-config.php would be great way to turn
 this off.

  Not all BP instances (corporate intranet, for ex.) would need avatars for
 groups and being able to disable would be a good flexibility.
