 This string can't get translated, infact can't find it anywhere in BP
 files:
 ''Show the Toolbar for logged out users''

 The string construction
 [http://buddypress.trac.wordpress.org/browser/trunk/bp-core/admin/bp-core-
 update.php#L135 here] gets messed in translation I suggest add the whole
 sentence such "BuddyPress Update" and "BuddyPress Setup" instead change
 only the "update/setup".
