Comment:

 BuddyPress sends emails as notifications of stuff that happens on a site.
 It doesn't offer a stand-alone email sending and I strongly don't think it
 should; that'd be getting very close to being an email newsletter plugin.
 In the private messages component, we have a "send sitewide notice" button
 (it might be called something slightly different) that:

 1) Puts a message into the sidebar (of the BP-Default theme)
 2) Sends an email notification about that message

 Maybe you could re-use this feature for your purpose if you use the
 private messaging component.
