 Hierarchical groups functionality should be part of the core, complete
 with member propagation – giving 3 options to admin … upwards propagation,
 downwards propagation, no propagation…

 Not having hierarchical groups in BuddyPress core is like if hierarchical
 pages were not part of WordPress core…
