Comment:

 (In [5797]) Adds a toggle that allows admins to force a default visibility
 for a given profile field.
 Prevents users from seeing the visibility customization markup when a
 field's visibility is forced.
 Modifies appearance of visibility toggles/messages in edit.php.
 Introduces bp-xprofile-caps.php to accomplish all of this.
 Fixes #4015
