Comment:

 (In [5770]) Introduces bp-blogs-filters.php.
 Introduces bp_blogs_creation_location(), to ensure that the 'Create a new
 blog' link at Dashboard > My Sites goes to the BP blogs creation URL.
 Fixes #3941.
