Comment:

 The core team have decided to force-switch to the toolbar if you're
 upgrading from <1.6. If you've already opted out in 1.6, your choice will
 be still honoured, and we'll provide documentation on the codex as to how
 users can manually revert back to the BuddyBar in 1.7 if desired. Everyone
 should plan to move to the toolbar, because the BuddyBar is deprecated and
 likely to be removed in a future release.
