 I recently edited my last comment to say that the BP Mag theme (not
 plugin) may be the culprit. It's interesting that the pages of the sites
 and subsites seem to work properly but the fatal error only appears when I
 try to access any dashboard.

 I certainly would prefer that the functions bp_displayed_user_id and
 bp_loggedin_user_id (and others?) be moved into bp-core-template.php
