 Please clarify what "the user's list" is. Do you mean Dashboard > Users?

 Are you certain that those users appeared in the Members Directory before
 you upgraded? Are you certain that those users have logged into your WP/BP
 installation at some point?

 If you have access to the database, check to see whether all of your
 members have a value in the wp_usermeta table with the key 'last_activity'
 - BuddyPress uses this value to determine whether to show a WP user in the
 Members Directory. However, this logic hasn't changed in BP 1.6.
