 The "New Topic" button shows up even if you're not a member of a group.

 Login to testbp.org and check out any group you're not a member of:

 The 'New Topic' button and link shows up and you are able to post:
 http://testbp.org/groups/sandwiches/forum/topic/sandwiches-rule/
