 OK. I've confirmed the bug, and found the culprit:
 http://buddypress.trac.wordpress.org/changeset/3836

 Essentially, bp_blogs_add_user_to_blog() is defaulting to blog_id 1 when a
 $blog_id parameter is passed. I'm about to commit a fix for this logic.
