 At the moment the post comment_form() is running on defaults and missing
 'email will not be made public' if comments are set to allow for non
 logged in users and there are no 'allowed tags' notes.

 Patch corrects these two items for comments.php.

 Not sure if these items are wanted for bp-default and approach to adding
 these although along lines described in WP codex might need scrutiny and
 adjustment.
