 It's not disabled, but it's half-way through some changes. I recently
 added a background colour to the header, which will only be visible when
 you disable the header image. They are very similarly coloured, however,
 which is where I assume your confusion is.

 I'm going to be replacing the header image with a background gradient.
 This situation might be a one-off for existing themes, but I'll
 investigate any backwards compatibility when the gradient is in. Leaving
 this ticket open as a reminder.
