 The options nav doesn't produce an 'admin' link for the user that created
 a group, they are added to the group they created as 'Group Admin' but
 they have no means of administering this group.

 Tested on three 1.3 test installs of varying flavours to be not working,
 tested on 1.2.8 to be working as expected.
