 I post a notification by selecting the "This is a notice to all users"
 check box when composing a message.

 After I submit it, it does not show up in the notification widget nor does
 it show under the notification dropdown at the top of my site.

 Is there something I need to do to get this to work?

 The version I'm using is 1.2.7.
