Comment:

 Few things:

 1) Do you mean 1.3, rather than 1.2.8, because 1.2.8 shouldn't even
 contain the bp-core/admin directory?

 2) The "todo" statement shouldn't be translated, as it's just a temporary
 placeholder.

 3) Piggybacking on no. 2, the upgrade code is still being developed and
 fine tuned, so there are still a lot of places that need some love.
