Comment:

 I'm pretty sure this is a limitation in the bbPress 1.x query api. Tag
 searches are, essentially, a subset of regular searches, so there's no way
 to do a search within a tag.

 If this is true, we should probably do some checking in
 bp_has_forum_topics() that prevents multiple values from being passed like
 this.
