 By "1st tier" he means "1st-level". With the current patch if I make 20
 1st-level replies all 20 of them will show up. None of them are being
 hidden.

 In my community it's pretty typical to see anywhere form 20-30 any-level
 replies. Although occasionally we'll have a monster conversation with 100+
 any-level replies.
