Comment:

 The "@username" button isn't really a button at all (though the ? inside
 is). It's just a label. From my point of view, the reason why it's right
 next to the user's name is because it's another name for the user.

 The Mention This User button, on the other hand, is a true action button.

 If you'd like to remove one or the other in your theme, you may do so.
