 There is indeed another track ticket for the more general problem with
 tags: #2281

 When I patch that ticket, I will probably separate out the markup into a
 different function from the tag data itself. So it'll be easy for theme
 authors or others to write whatever kind of markup they want.

 I'll leave this ticket open as it's dependent on that one.
