 As a result of the way the install/upgrade admin UI has been implemented,
 it wasn't possible when the branch was merged to install some default site
 options due to function dependencies. I've taken another look at this now
 as it is causing some WP_DEBUG warnings.

 Please see attached patch -- it fixes the problem but I had to move a
 couple of functions around, incl. one into bp-loader.php. Any good?
