Comment:

 I don't like the idea of checking against the restricted names box (if by
 that you mean the MS-only "Banned Names" field on the Super Admin options
 panel). For one thing, it's MS-only. For another, I can imagine
 circumstances in which you'd want to forbid certain names for groups but
 allow them for blogs, or vice versa.

 IMO this is plugin territory. I believe that all the necessary hooks
 during the group creation and admin process are already there.
